The 'key' to digital animation is, coincidentally, key-framing. and if one can master that, then they are capable of animation in any medium.
I do not have expertise in rigging, but given a fully rigged character, or even just a simple shape, it can be brought to life to some degree.

Moving things around in the 3-D space is also done in After Effects, and sometimes in 2-D animation itself. You may not have noticed but the Pokemon Go animation had some low key 3-d movement with placement and camera movement.
